Ice Giant Navigation Wars

Date: 2940-2960
Location: Uranian and Neptunian route systems
Primary actors: Cetacean Navigators, Lightsail Express, Pirate Coalition, extraction blocs, insurgent sanctuaries

The Ice Giant Navigation Wars were a struggle over who controlled passage through some of the most dangerous and valuable routes beyond Saturn. Crews and passengers depended on agreements that kept convoys moving and required help for ships in distress. Raiders and core powers sought to replace those agreements with toll systems that forced travellers to pay for passage.

The Cetacean Navigators defended the route compacts: shared commitments to reliable passage, rescue, and reciprocal duties. Sustained raids and coercive toll collection threatened their ability to keep those promises. For a coalition whose authority depended on others trusting its routes and institutions, failure would undermine the basis of its government.

The Navigators narrowly prevailed. They maintained their rescue obligations and reciprocal commitments under pressure, winning because their route institutions proved more reliable than the alternatives. They did so without becoming a conventional empire. Their survival also made outer-system sanctuary politics far more credible: a coalition that governed routes and access to refuge had shown it could endure a sustained challenge.
