The Terra Cimmeria Seizure began as an emergency security deployment and ended as the first stable territorial statelet in what would become Zhestokost. A reactor cascade, crop failure panic, and convoy sabotage campaign gave private security contractors broad temporary authority over movement, rationing, and communications. They never surrendered it.
What made the event decisive was not only the coup itself but the argument used to justify it. The contractors claimed that ordinary civilian administration had failed under Martian conditions and that sovereignty would henceforth belong to whatever institution could keep oxygen, water, and armed response synchronized. This doctrine became the seed of Zhestokost’s entire worldview.
The seizure also set a precedent across Sol. Other powers learned that emergency powers in fragile habitats could be converted into durable constitutional facts if one controlled the docks and the ration queues long enough.
