The Terra Cimmeria Seizure was a private security takeover of Martian territory. During a reactor cascade, panic over crop failure, and a campaign of convoy sabotage, contractors received broad emergency powers. They could control where residents moved, how rations were distributed, and how people communicated. Those powers were supposed to be temporary. The contractors refused to return them to civilian control, establishing the first stable territorial statelet in what would become Zhestokost.
The contractors justified the coup by claiming that ordinary civilian administration had failed under Martian conditions. Settlements depended on coordinated oxygen and water supplies and armed response; whoever could keep those systems working together, they argued, had the right to rule. Their claim turned the ability to keep a habitat alive into a claim to sovereignty. It became the foundation of Zhestokost’s worldview.
Other powers across Sol drew a practical lesson from the seizure: in a fragile habitat, controlling the docks and ration queues long enough could make emergency authority permanent. Temporary control over daily necessities could become the accepted basis of government.
