The Triton Sanctuary Accords formalized the outer system’s most durable refuge regime for stateless minds and bodies. Upload fugitives, dissident navigators, labor deserters, and targeted activists had long used Triton-linked corridors informally. The Accords turned this practice into recognized institutional doctrine.
The signatories did not pretend sanctuary could be apolitical. They argued instead that in a collapsing civilization, the ability to move and shelter the persecuted was itself one of the highest political arts. The Accords gave legal and logistical structure to a moral fact already being practiced in fragments across the outer system.
