The Triton Sanctuary Accords established a legal and logistical framework for sheltering stateless people, whether they lived as digital minds or in physical bodies. Upload fugitives, dissident navigators, labor deserters, and targeted activists had long used Triton-linked corridors to reach refuge through informal arrangements. In 2994, the signatories made that work a recognized institutional commitment. The resulting sanctuary system was the outer system’s most durable.
The signatories openly defended sanctuary as political work. In a collapsing civilization, they argued, few political skills mattered more than the ability to move persecuted people to safety and shelter them. For them, the Accords gave legal recognition and practical organization to a moral duty that people across the outer system were already carrying out through scattered efforts.
