It promised to help them manage scarce resources, organize logistics, police populations, and forecast social behavior—provided they gathered enough data and centralized enough decision-making power.
That promise made CogniSys indispensable to the late-Sol order. Its machine-assisted governance and prediction later helped form the foundation of Sol Dominion.
The danger lay in how its systems presented decisions about people’s lives. Choices about who received resources or came under police scrutiny could appear to be neutral calculations of efficiency, obscuring the power exercised through them. CogniSys was feared less for making spectacularly alien machines than for making domination look like competent administration.
